The Scottish Office published the White Paper, Aiming for Excellence. Modernising Social Work Services in Scotland, Cm 4288. This paper set out the government's proposals for improving the quality of social work services provided, offering better safeguards for those being cared for and strengthening professional standards. Two key proposals of this document:
1) Creation of a new body - the Scottish Social Services Council - to register the workforce, put in place a code of conduct and standards to support them, raise professional and training standards, and so raise service standards.
2) Creation of a Scottish Commission for the Regulation of Care - to act as the independent regulator of social work services whoever provides them. The Commission will register organisations that provide care against agreed criteria and make regular independent inspections to see that they are met.
