The Charity Organisation Society convened a committee formed with representatives of various bodies including the Women’s University Settlement, National Union of Women Workers, and the COS. In its first report in 1899, the Committee expressed concern that executive members of some district committees needed training in the principles of the COS as an ‘engine of social reform’. The Committee noted concern about the reliability and availability of volunteer visitors.
