The Welfare Funds (Scotland) Act 2015 placed a duty on local authorities to provide a safety net for vulnerable people in an emergency situation, following abolition of the discretionary Social Fund by the DWP. It comes into foce in April 2016, but has already been operationalised since April 2013 in an interim way through agreement between Scottish Government and COSLA.
